Requests for interlibrary loan and/or delivery of documents not available locally at the University of Parma or city libraries (service delivered to the users)

Purpose

The purpose of interlibrary loan as defined by this code is to obtain, upon request of a library user, material (books, copies of journal articles)  not available in this library or in other libraries in Parma.

By submitting the request, the user agrees to use documents for study and research only and in compliance with the copyright laws in force.

Users

The service is reserved exclusively to the University of Parma Faculty of Law professors, students and administrative staff.

How to request materials

The user may submit a request only after S/he has verified through the OPACs (https://biblioteche.parma.it/SebinaOpac/.do, http://www.bibgiuri.unipr.it/catalogobibgiuri/catalogo.php) that the materials are not available in this library or in other libraries in Parma.

Requests may be submitted:

in person                            

o       by filling out the request form provided at the Central Library information desk and by giving it signed to the staff.

by the online request form

          o       user_request_form

by e-mail

          o       by sending the appropriate request form as an attachment, to the address illgiuri@unipr.it

Limitations

·        No more than 4 requests can be submitted in a week period by a single user.

·        When submitted to the lending library, the request cannot be withdrawn and the user must comply with the conditions of use imposed on materials borrowed.

Waiting, loan period and notification

o       The waiting period depend on the lending libraries and therefore it’s not accountable. If, within 15/20 days from the request, no communications are received, we encourage the users to contact directly the Central Library.

o       For books and monographs, the loan period is usually no more than 30 days with no renewal. Articles are generally supplied as photocopies therefore belong to the user who has carried out the request.

o       Users of the interlibrary loan and documents delivery services are notified by e-mail or by telephone if the user did not indicated an e-mail address.

Charge

o       The service supplied by the Central Library is free of charge.

o       The user is charged for the costs that the lending library might apply to the Central Library.

Final Regulations

o       By submitting the request, the user agrees to respect and to follow all this regulations.

Interlibrary loan and/or delivery of documents owned by the Faculty of Law libraries (service delivered to libraries and research agencies)

Purpose

The Law Library guarantees the interlibrary loan service of books and the delivery of articles as photocopies to libraries that submit the request for their own or their own users necessities.

Documents excluded from the interlibrary loan

Every library, according to its own regulations, chooses which documents to exclude from the interlibrary loan. As a general rule, the following items are excluded from interlibrary loan requests: textbooks, dictionaries, encyclopedias, codes, collections, degree theses, out of print books, rare and valuable material, the volumes in a bad state of conservation, non-bibliographic materials and journals. For the serial publications, however, it’s possible to obtain either photocopies or the electronic copy always in compliance with the copyright laws in force.

Users

The service is reserved exclusively to Italian and foreign Libraries, Agencies and Institutions that assure the reciprocity of the service.

Lending requests will be accepted directly from libraries, not individuals.

Limitations

No more than 4 requests can be submitted in a week period by the same library.

Waiting, loan period and notification

     If immediately available, the requested document is sent within two working days from the submission of the request

     If the submitted request either cannot be dispatched or if the requested material is not immediately available, the requesting library will be notified within two working days.

      According to the type of the requested item, the interlibrary loan period for books is usually between 15 to 30 days from the shipment date. Inside the volume a form in which the loan duration is specified is included.

Limitations

Failing to return the books within the interlibrary loan periods cause the exclusion from the service.

Shipment / Supplying

Books are usually sent by the postal service, with registered mail with return receipt

Copies can be sent:

     by regular mail, with registered mail with return receipt;

     in electronic format (TIFF or PDF files in e-mail attachment)

Charge

The service is free of charge, according to mutual cooperative agreements, for the libraries or agencies that:

o       are members of the Parma SBN Pole;

o       are members of the ESSPER project (list);

o       are members of the  NILDE (list)

All other libraries or institutions are billed to refund the expenses as specified below:

FOR FOREIGN LIBRARIES, AGENCIES AND INSTITUTIONS

Books loan

     1 IFLA voucher for each book or package up to 2 kilos in weight (4.40 lbs)

Electronic copy delivery

     1/2 IFLA voucher for each article up to 20 pages

     1 IFLA voucher for each article that exceed 20 pages

Responsibilities of the requesting library

Because the primary purpose of any document exchange is promote the progress of science and useful arts, supporting scientific research and promote knowledge: the requesting library must comply with the Italian copyright law and should inform its users of all the applicable portions of the law.

In details the requesting library will take appropriate following measures to ensure that its students, faculty and staff are aware of copyright laws, regulations and agreements and can act responsibly as they use information that is owned by others in the course of teaching, learning, research or administration duties:

     The borrowing library is responsible to request directly the material on behalf of its institutional users (staff, professors, researchers, and students)

     For electronic copy, the electronic copy is intended only to speed the process of transmission and the requesting library must deliver to the user only a single hard copy of the document and must destroy the digital copy of it;

     The requesting library is responsible for honoring the due date and enforcing any use restrictions specified by the supplying library (in particular, make give access to the volumes received through this service only inside the library).

     The borrowing library is responsible of the safety of all borrowed materials from the time the material leaves the lending library until it is received back by the lending library. The borrowing library is responsible for packaging the material to ensure its return in good condition through registered mail with return receipt. 

     The requesting library agrees to refund the central law library for all costs of the transaction and if damage or loss occurs, the borrowing library must meet all costs of repairs or replacement in accordance with the preferences of the lending library.
